Online Stutters

Summarize your bug Online is incredibly stuttery, to the point it's unplayable. I can play story mode without any issues, so it's an issue exclusive to online. I can play online fine for about 5 minutes, but after that the game starts stuttering like crazy to the point it's literally unplayable as it also affects me being able to drive the car (I can't drive it when it stutters) I've tried turning my graphic settings all the way down which doesn't fix the issue, leading me to believe it's not a graphics / hardware issue. As I said, story mode runs without issues.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Play online. Not sure how to 'replicate' it, it just happens.
What happens when the bug occurs? Huge stutters in gameplay, unable to properly drive cars.
What do you expect to see? An online gameplay experience that's on par with story mode, performance-wise.
