Significantly worse game performance since Vol 9 update

Summarize your bug From the very first time I booted up Vol 9 and tried driving around in free roam I noticed I was getting more stuttery performance and a more spiky frametime graph, I initially brushed it off as maybe shader compilation stutter but it is consistent, I get noticeably worse performance since the Vol 9 update, patch 9.0.2 didn't fix the issue. In the City area the game is borderline unplayable now, but the problem isn't limited to city areas

What do you expect to see? The game performing like it did in Vol 8 and prior
I play on a laptop, i5 12500h, Arc A370M. Very noticeable increased stutter since Vol 9, it's not always but it is often and it is noticeable
