How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Just play the campaign as usual. Everytime someone talks the speech is in focus with everything else being lowered even with the option in OFF.
What happens when the bug occurs? Setting does nothing.
What do you expect to see? I'd expect the dialogue not making everything else super quiet with the option on OFF.

Literally doesn't do anything, I have it OFF and it still lowers the volume everytime someone talks, it's extremely annoying. The sound mixing in this game is generally awful, even the car sounds are tied to the effects for some reason so you can't hear the car half the time.
