I came here to report the exact same issue. I too am on PC, and I've had this happen on three different vehicles so far.
Everything looks fine in the wrap editor menu, but once you exit the customization menu, the decals on the RT side of the vehicle malfunction. You can see some of their outlines, but they turn mostly black. Going back into the wrap editor corrects the problem, but then exiting the customization menu brings the problem back again.

You have to manually check what decal is causing it. The only way I personally was able to fix it was by using 2 PCs with 2 different accounts online to check in real time for which decal is causing it. Usually decals that are too big or decals that are placed in certain areas outside of the car (f.ex right under the side skirts) can cause this.
My R34 was blue-ish white on one side, only to find out that one of the decals on the front was causing it.
