The public enemy acheivement is bugged

Summarize your bug No matter how many times i take down cop cars within a single session, i cannot get the "public enemy" achievement to pop up on steam.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? try to replicate this achievement on PC
What happens when the bug occurs? all the time
What do you expect to see? no acheivement appear, even after doing it.
This is very frustrating as it is stopping me from 100%ing the game.
Can we try the following, then check if you can unlock the acheivement?
- Repair your game via the EA App - Repair (Library > Tile Dots > Repair)
- Verify the game in via your Steam library
- Clear EA App's Cache (Top Left Menu > Help > App Recovery)
- Connection and Advance Connection Guides
- Check for other applications that may be limiting EA App or Game performance
