Thanks for your reports! It could be very well possible that you've reached the limit of maximum vehicles allowed, which is 200.
Also, if you sell cars, you could still be awarded cars to your inventory from the Ultimate Collection, for example.
Could you please double-check by adding up all Single Player cars, Multiplayer cars and cars in your Cop Garage to confirm the total amount of vehicles?

First I would like to say that after 9dlcs with lots of cars added to the garage, 200 car limit + 50 livery slots since day one from the game is a total joke.
And no, I left only one car on single player mode to leave room for the online garage and I still have like 30 spare car slots to use from the total of 200. I can buy cara with no restriction, I should be getting those lockup cars.
I'm not going to delete my cars just to find out that this is a bug from the game...

After some more digging, it seems like some of those cars can only be used in Lockdown and can't be used in Free Roam or PVP playlists. That's possibly why they are not showing up in the normal "My Rides" section.
Here is an excerpt from our blog article on Lockdowns. There is a lot of information in there, but you can find it under JACKED & IMPOUNDED RIDES.
"Any vehicles you Jack and successfully extract with will appear in your garage as ‘Jacked’ and (inversely to Impounded rides) will be available for you to use for 24 hours, before they are returned. Jacked rides can not be used in Free Roam & PVP."
So, when you do extract one of those cars, they are only useable for 24 hours in Lockdown mode and can be selected from the "My Rides" section while in the Lockdown menu, not the main menu.
I just had the same problem after extracting myself with the Vic's 350z... I can't find the car in my garage even in the Lockdown Garage. (Same thing with the Crown owned after completing objectives ?!).
The problem isn't resolved with your advices because i did exactly what is mentionned.
It's really annoying and frustrating to play and not get your rewards.
Do you have a solution ? Can we get our cars ?
I only have 110 cars and the lockup cars I have extracted don't even show up as jacked vehicles, it's like I didn't even get them out, and I can see a jacked amg from a previous run, but none of the "hot rides"
I'm sure that's in terms of the Bike and other players cars, but the issue is in relation to the Blacklist cars/ cars in Lock-ups (Hot rides as they are called in game), if you were to escape with one of those your are supposed to get them as you said but for some reason we aren't getting them after the extraction, regardless of how many garage space we have left
