Update on this: the chat wheel messages still work properly in the drift playlists, but not in the regular race playlists in freeroam or pvp

Can we try the following and check if they become available?

Repair your game via the EA App - Repair (Library > Tile Dots > Repair)

Clear EA App's Cache (Top Left Menu > Help > App Recovery)

Connection and Advance Connection Guides

Check for other applications that may be limiting EA App or Game performance

Close other running applications on your device
