Absolutely. I posted Here with clips of how passive and bad the AI is even on Superstar with difficulty adjustment all the way up. They just let you skate around and don't even try to stop you most of the time. When they do try, they take the wrong angle and miss with a hit. It is really bad.
This renders Franchise mode and Be a pro unplayable for me. Why would I care about drafting, scouting, trading, strategies, etc., if I can dominate the AI without trying. It is all pointless and boring.
It is especially sad because online play is so obviously arcade oriented, so we have no sim hockey game available.

I wish EA would adopt 2K's feature where in offline modes, you could choose to match up with a human opponent when you want to play your games. A human in OVP matchmaking would select the option to 'Match Franchise Games' and then could take the reigns of the team someone is matched up with in their franchise.
It allowed OVP players to play 'spoiler' for someone's franchise, but also allowed franchise players to avoid playing senseless A.I. drones.
