ADD AN INSTIGATOR PENALTY AFTER CLEAN HITS
Why is it a player can stop play after a CLEAN hit to fight and NOT RECEIVE AN INSTIGATING PENALTY. This is textbook instigating and should be a penalty 10/10 times in the NHL. Fix it

It's been thought up dozens of times and relayed to the team. They just refuse to add it in.
