Where is the option to mute voice chat for everyone?

I was told muting everyone was a perfectly reasonable thing to do instead of just hearing all the racism and bigotry but after going through all the menus I don't see that option. Surely "muting someone" doesn't mean having to use my single pause or wait until the first intermission or something, right? If someone could help me find this option that would be great!
