Friend's List Has Gone Empty Shows "0"

Product: NHL 24
Platform:Sony Playstation 4
What is your gamertag/PSN ID? kellTtik
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? I don't know seems random
What happens when the bug occurs? The friend list shows "0", unable to send anymore friend requests...where friend's id should be listed the message "the server encountered an unexpected error" is posted.
What do you expect to see? friend ID's list
Was the issue in online or offline mode? Online
Insert Game Mode or Feature here chel eashl
What time did you see the bug? (HH:MM AM/PM) the first i saw of it was Sunday jul7 21st
What is your time zone? EST (IET) - GMT - 5:30
EASHL issues? Please insert your Club Region. the bug persists through to every loadout screen....club region north american north east
What is your game language? English

I've spoken to one person who has the same thing happen to them (and he is geographically located quite close to me) but that's all....no one else seems to have this issue that I've spoken with but that's taken from a small sample

    Hey, @kellTtik 

    I'd like you to power cycle your equipment with the following steps: unplug your modem/router and console. After 2 minutes plug in the modem/router. Let them come back online completely. Then plug in your console and start it up. Let me know if that helps or not. Thanks!

    I forgot to mention that I've also rebuilt the database. The issue is with that particular game and ID. It is the only problematic game I have everything else performs as it should.

    Hello sorry for the late response. Nothing has changed since. Powercycling was one of the first steps I did. Then synching everything I could as well as logging out logging on and so on. But those are all very basic troubleshooting options and it's clear that this requires more than that.

    @teamplay111 

    Do you have a combination of friends/blocked players that that adds up to over 100? If so, try removing some to bring that number down under 100.

    Power cycle did not work to get my friends list back, same error problem as the author. I tried a alternate profile and it had a list so this seems to be specific to the ea account
