BND cards

Why was this sort of card created. Never in past versions of this game have we seen cards that become absolutely useless unless utilized. Tradeable and untradeable use to be the norm. Its a well known fact through the years as to just how much this franchise hates to distribute cards of any significant value. But to now bring in a card that can't be traded or used in sets after. Is nonsensical. I thought the concept last year was terrible. But here we are in another year. And they continue with it. They even had cards last year, that had no value attributed to them regarding selling. What was the thought pattern in that?
