It is not 19 collectibles. It is 8 collectibles and 10 tokens. The collectibles can be earned through the moments or the last reward of wildcard. The tokens can ONLY be obtained by completing those 99x objectives for the players.

I am surprised that this topic - and the others on the forum discussing this confusion - haven't been marked as resolved, or that no one from EA has clarified the mistake players are making regarding these sets so that others don't have to keep creating the same threads. Players are confusing 99x tokens with 99x collectibles.
