Cpu stick penalties

Can ea please tell me why the won't acknowledge the issue with cpu opposition stick penalties ie none or very few the odd trip now and again in franchise and season modes. Is it that they don't know how to patch them in or they just can't be bothered because it doesn't earn them any revenue,  they managed to do it i  nhl25 but sure haven't in nhl26.
