Michigan Tire Logo Unlock Struggle

I have been running a league team club name Western Michigan Broncos for years now. I was an alumini and a huge fan of my bronco hockey team.
In past years we have had zero difficulty unlocking the Michigan jersey logo with the tire. This year has not been the case, we have unlocked every other state logo except michigan. This is an essential logo to our top tier club unis. I included a pic from 24. Can you help us out and possibly gift us the logo?
