In Be A Pro, you can block a player without a puck however you want, there are no penalties, and there don't seem to be any normal penalties in the game anyway, is this even an ice hockey game??
This happens in online play as well ,it was happening last year and also reported but as you can see nothing was done ,since xfactors, total control, and the pressure system have been introduced into this series its all been down hill
