Totally  agree, it's a disgrace where we are with this issue and ea nhl devs can't even recognise theres an issue.

    We have recognized this numerous times. We'll need to wait and see if it gets fixed.

      I have a question. Why does the SIM engine understand and properly handle penalties however the in-game engine can not handle the same functions? Why is there is disconnect?

        Because these are two different systems.
