Update Finnish Liiga roster rules for NHL 27

For NHL 27, please consider updating the Finnish Liiga roster rules. Starting from the 2026–27 season, teams in the Finnish Liiga will be allowed to dress 20 skaters and 2 goalies per game. This is important for season mode players.
