Yes. I verified that is the case and the speed/accel are intended.

A card's overall doesn't refer to the player's speed, but rather to the player's overall skill. A player's lower speed relative to the card's overall speed isn't a wrong thing.

You don't need a higher speed if both you and the card are skilled.

Acc and speed are not wrong

Fantasy Lundell started at 83ovr (83 acc, 84 speed), +14ovr = +7speed 

The fact that he only has a speed of 90/91 is due to the stupid 0.5 stat upgrade rule.
