Do you mean that the team just decides not to give HUT cards to some players? Or do you mean that they can't give HUT cards to some players who are in the game outside of HUT even if they want to? And why would that be the case if it's not because of licensing rights?
Most non NHL players have a base card in HUT, so they are "available" in HUT even if they don't get any other cards. But Backstrom doesn't even have a base card. But for example Shea Weber doesn't have a base card either and he has gotten a card in two different events, so not having a base card doesn't mean that the player can't get any HUT cards at all.
I know you said you don't have any other details on it, but your answer is so vague that I would like to get some clarification on what you mean by players not being available in HUT.
Anyway, I hope Backstrom will get a HUT card at some point if it's possible for the team to give him a card.
