Apologies. I'm not a Franchise Mode player so I don't know the answers, but I'm trying to find out these details for you. In the meantime, I suggest checking out the Operation Sports forums here: https://forums.operationsports.com/forums/ea-sports-nhl/. Those guys are super passionate about rosters and offline modes. It's an excellent resource.

@EA_AljoYeah they did and after some trial and errors over the weekend I'm pretty sure this isn't possible. No matter how many players I create, there's no possible way to get all these players on an expansion team. You can get them on a normal NHL team but not a new 32nd franchise which is disappointing. When you create these players they ALL go into the draft which defeats the entire purpose. You can create one decent player, he'll end up in the draft and you'll need to trade with whoever has the #1 pick because Seattle always ends up 5th to grab him. The "Create 32 Expansion Draft Custom Rosters start the expansion draft with 32 NHL teams using your custom roster" option is very misleading. It sounds (to me) that you can actually do this when you can't.
I was wondering how the expansion draft would react to such a thing if it was possible. Why have the expansion draft when you already have a roster? I was thinking maybe it skips over the expansion draft but that's the first thing that happens when you choose the "Create 32 Expansion Draft Custom Rosters start the expansion draft with 32 NHL teams using your custom roster" option. This should probably read "Create 32 Expansion Draft Custom Rosters start the expansion draft with 32 NHL teams using your customized attributes roster"
Maybe this is something to consider for 21. The only change EA would need to fix is that your new 32nd team is viewable and editable in the Rosters option so we can
"move players" (you currently can't view any 32nd team) and if you pick this option, there's no expansion draft. Just entry draft.
Thanks for the suggestion. It's certainly appreciated. At this time, I don't have any details on how this will work in the future. If I can get some more information on how this works in 20, I'll let you know.

@EA_Aljo so after some testing back and forth and deleting PS4 saves to try and try again I figured it out and made some progress. If I create some players, unassign them, leave them undrafted then start my franchise with 'Add contract year' checked my newly created players will end up in the free agency list once you're done with the expansion draft and entry draft. If you forget to check/click 'Add contract year' they'll always end up in the entry draft and you can't draft all of them obviously.
Now I only tried this a couple times using 3 different players I created (forward, defenseman and goalie) but all 3 were in the free agent list and did sign with my 32nd franchise team. I don't know if there's a limit of players you can do this with but you can definitely do this with 3 players all customized to be 99s.
