EASHL ranking tier system

I'd like to get some information on the tiered ranking system. I was under the impression that in EASHL drop ins you would be matched up against same tiered players based on RP but it seems like that isn't the case. Will there be RP matchmaking released later on or is it just a silly little badge that's the equivalent of CR like the years before? I'm tired of having extremely bad teammates on my team while I'm playing against a partied group. Any clarification would be greatly appreciated.
