Cannot contact license server? Why?

I don't understand why this is a requirement for playing my need for speed undercover, and no one bothers to keep the license server up and running.

I see that I have a old one of paul.dll ver 4.1.1.14 to!

are this the problem EA?

Can you send me a new one?
