Simply changing your country to match that of your friend will not work, if you are still physically located in another country.
I'm trying to send my friend The Sims 4's base game and it said the same thing ☹️ we both live in the same country and is already pass the age restriction.
Could you understand that's not a country or age issue? Please read our messages...
We are located in same physical country, same town, and are getting this bug. We are in friend list of each other, I have the necessary base game, etc and can't gift each other. No age restriction or blocking. So why is not working?

What's the username of your friend, and the username of the account that you're trying to gift from? And lastly, what are you trying to gift?
