How Do I "Call EA Help"
I've been trying to figure out how to get unbanned after a hacker used my account to cheat, but every attempt I've made has failed. I've tried going through the support for a banned account as well as a hacked account. Every time I submit a request for the hacked account, which was recommended by an EA representative, nothing actually happens. There were two options, get a call, which I did and have yet to receive a call after over a week. Also, I attempted the get connected to a live chat, and the emails mention I should be contacted soon, yet again nothing happens. Is there something I'm missing here? When I go to the specific case, it pulls up what you see in the attachment, but does not provide any way of actually calling EA help... What can I do? I'm really getting irritated at this entire process, please help.

This is not something live chat can fix, so email and call should really be the only options to create a case.
It might also depend on the time of day or region and a few other things that determine what contact options are available.
You're best contacting the ToS team for your banned account using the following process:
To contact the ToS Team use the following link: https://help.ea.com/en/contact-us/
Select Origin>Choose Platform>Manage Account >Banned or Suspended account and then select an available contact option
I did just test it and the process above should give you at least an email option and once complete will create a case for investigation, so be sure to provide as much info about the hack etc as possible.
