Sorry you're having issues with this my friend. Unfortunately we are not able to do anything with your account, only an EA adviser who you have been speaking to can look into these issues.
You can contact an EA adviser here: https://help.ea.com/en/contact-us/ and your best bet is to try the chat option again or if not then contact an adviser using the email option, this should then create a new case for you where they will then be able to look into your account properly.
There is also no phone number to give you. Depending on the issue at hand and the time of day then you will have a few contact options to choose from; phone, email and live chat.
I would also create a separate case for the problem of not being able to buy from in game.

the thing is i am not actually able to find chat option any longer what is in the photo attached is all thats on the page on phone browser and laptop browser?

No problem, I try to help.
This issue could be a number of things. It could be the browser or device you're using, have you tried using a different browser and device?
Or it could just be the availability of chat itself. Depending on your region and time zone etc.- 5 years ago
I tried multiple browsers and devices to no avail unfortunately. I will try to give it a till morning or something if not i will reply back for further help.
