Wrong region for EA Store?

I recently moved to Japan.  When I opened Origin, it asked me to save my new store country, but only gave me the option of selecting a store within the EU.  I was not able to select Japan or the United States.  The only choices were EU countries.

I tried using a VPN to set my location to the United States, and Origin still would only allow me to select EU countries.  Why am I unable to select any country outside of the EU?  My EA account region is still United States, and I am not in the EU.

Also, when is the Command and Conquer Ultimate Collection coming to EA Play?  I have the EA Play membership through XBox Game Pass Ultimate, and it is not listed on EA Play Beta yet.  However, in the Origin store, it says the game is included with EA Play.
