Activate promotional material at SPORE (Dr. Pepper Mech Parts)
I was able to redeem badge at my spore account, it took 7 attempts to get connected with someone who has the control to do this, so - IT IS POSSIBLE!
You don't need to flood new tickets, you need to tell support member that you have not fixed the issue, (and tell in survey that they haven't fixed the issue) so ticket stay open. And you just need to take 30-60, maybe more minutes until you get someone from tech department.
I wanted to use all content in this game, what i really like, and I can tell by the fact that, thank God, their servers are still up and running.
I tried to contact support with what issue, and seems like they don't have access/or tools to be able to solve this. Last time i've been able to tie Steam-PC account with EA so online functionality would work. But it was few years ago, so i can't confirm if there still a members that able to edit player's account.
It is still worth trying to open topic on community forum so players (or support) would be able to solve this.

According to official #faq-and-support:
WILL THE BOT PARTS BE RELEASED? The bot parts are notoriously buggy and are capable of crashing the game. Because of this, there are no plans to officially release them.
- You can pick up the parts in a mod. If you obtained the bot parts from the original promotion, we recommend downloading the mod fix to avoid game crashes
- You can contact EA Help and ask them to add the bot part badge to your account
Getting EA help to add the badge is hit or miss - be patient, be kind, and be willing to cycle through a few agents before someone knows what to do. You will need the badge in order to share creations that use bot parts
So basically, me and other people HAVE to flood support until they get "that one" who has access to spore servers.
Conversation that you have to see (if you have advisor that can't fix you issue, stay patient and positive, this is a game after all. This is very narrow scenario that they surely don't know how to deal with, so it will take few members to go through):

Without verified badge, players can't share content.
