Yes, it's the official PS5 dualsense 

I had the same issues as FryeFish​ and started digging what could be an issue and figured it out that I have wireless Keychron keyboard which can emulate gamepad, and that gamepad is visible in Steam controller settings as Keychron Link (it's beign reported as dualshock 4), so I have disabled that gamepad device in Windows device manager, restarted PC and problem solved :) But anyway this was issue only in Skate, the other games did not have any problem with that, so maybe it's worth to investigate that issue?
