What exactly caused "the freezing tribal stage", is until now not known yet - it is a phenomenon. 🙂
Either a Spore Saves broken or your graphics card is too new for this old game.- Have you ever tried to play the game in compatibility mode
- Go under c: Programm x86 -> Electronic Arts -> Spore -> SporeBin .With right click on the SporeApp.exe

- The next thing you can do, if all this is not working, reinstall your game. When you play this phase, you should without befriending a creature in creature phase. I think that was one of the most famous error. Read here on Spore Wiki --> http://spore.wikia.com/wiki/Tribal_Stage
- Do you use any mods in the game which could interfere with this!
I hope I could answer your question, good luck! 🙂
