I have the same problem. Besides losing millions of Simoleons and Neo Dollars, I had to redesign my overcrowded cities to accommodate the new services. Because of this, I lost 400,000 residents. This way, I'll never unlock the last region. Moreover, the game is constantly crashing and is almost unplayable. I'm very frustrated.
