You should still be able to play it I believe, although I'm not sure if the authentication DRM when you first start Spore will conflict with it as the old CD version's certificates expired back in 2017. (You will not be able to go online using the CD version of Spore)
As for the inaccessible Grox colonies, I think the CD version just comes with the base 1.0 version, which had inaccessible Grox systems that was later patched out around 1.03 I believe. So you'd need to upgrade Spore to at least that version, but it's highly recommended to get 1.51. You can't do this anymore via Spore servers, but you can get it from external websites: https://www.moddb.com/games/spore/downloads/spore-patch-5-v105
Alternatively there was a Maxis-own created mod out there that let you get to those inaccessable limits (max 12 parsecs I think) but I wasn't able to find it.

I downloaded the 1.3 patch but it does not recognize the installed version, what should I do?If you bought it on the EA website, then it should already come with the latest version so you're fine. To play offline for Spore, you just need to be logged off in the client, but you will still need to use the EA App. There's no way around the DRM unless you get the GOG version.
