Same problem, tried to contact EA Support, but it was all for nothing, as in the end they just told me that they somehow couldn't verify my proof of purchase, when i literally did everything right. And the support site sucks in general, I can't even make a new case anymore.
Write to Steam Support, ( not only apply for a refund, hence it automatically refuse)
Tell them what you have experienced at EA, and tell them the game is not working of course..
I got a refund, not to my credit card but to my Steam account do that I can use the money to buy new games ( that never will be EA)
