Why no English language option in my region?

The base game is currently free, so if you're in a different region right now, you can add the game again, which should grant you access to the game version available at your current location.
A few years ago, when I first bought the game, I had the same problem and had to use mods to translate it. Since then, I've bought a lot of DLCs. I still haven't changed my location - I'm still in Ukraine. But I'm tired of relying on mods when the game itself should support English. I just want to play The Sims 4 in English, but for some reason I can't, even though I know the game exists in English.
