Because they have abandoned the NFSNL game.
I am a very active player, especially in UGR mode, unfortunately that game mode is full of Infinite Nitro Hackers, as we can do for those players to receive a ban.

It's been 7 years since I last played NFS No Limits, so I am out of the loop for anything happening for the game. But from what I've seen, the game had an update on July 2026. So the game is not abandoned...yet.
I've also seen that the Airport area was the last new area to be added to NFS No Limits and that was back in 2019. So it seems like adding new areas are not a priority and only new vehicles are consistently being added in every update.
There were lots of cheaters with infinite nitrous boosts even from way back during the Blackridge Rivals era in 2016 (if you were playing the game back then) and not much was done with the cheating problem back then. So I'm not really surprised the cheating problem still persists today in 2026.
Unfortunately, the best thing you can do is report the cheaters in-game after racing them (even if it may feel like it's for nothing).
