I can’t join a team while I’m level 13

I’am level 13 right now in Real Racing 3, but I can’t join a team. While I’m level 10 on an other device and there I can join a team. So why can’t I join a team with my level 13 account? Can someone help me? 

I have connected both devices to one game center. Is that a problem?
