[PC] Massive fps drop when a new player joins or "pop-ins" in an online lobby

Summarize your bug Fps drop or there is a "stutter" each time a new player joins an online session, it happens when their name appears on the banner at the bottom of the screen.

In what game mode did the bug occur? Online Race Creator
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Make an online lobby and then 2 or 3 players can start racing, then another just joins in to the session and they start to race too, there will be a suttter when their name shows up and when they, well, just join the session. This is much easier to notice with an fps counter, v-sync seems to make it way worse. This does not happen when racing offline at all!
What happens when the bug occurs? It's distracting and ruins the racing experience.
What do you expect to see? Hope this is fixed soon!

This is very easy to reproduce; simply go into any lobby and start racing, when new players join, the game has quite a big stutter of around 3 to 5 fps, I made sure 100% this is the issue and it is. You can be racing all cool and nice, smooth fps, then when the banner that a new player joined appears at the bottom of the screen, bam!, the fps drop appears. I did 10 races offline with all vehicles on screen, weather, etc, the framerate is rock solid, never drops. Join an online session? Any player that joins drops your fps and there can also be other drops after they joined, this seems to happen when the new player joins and the rest of cars seems to ghost out for a while

Please, fix this problem, this is a beautiful game and really fun, but this is killing the online experience, hope you guys patch this!
