This has been an issue since the Notorious Update 3.0. That patch changed the putting physics like a manhole cover is at the hole or the All Star Goalie Andrei Vasilevskiy is blocking the shot at the hole. This has stuck around for a long time.

Imo, there are 3 courses where putting is very tricky: Evian, Wolf Creek and Torey Pines.
