Is PGA Tour on PC unplayable for others?

I have been having a problem with the game for some time now, that means I can't play the game. I tried to boot the game up, but when it tried to connect to the server, it just kept trying and would not connect. I exited the game, but now it says the game is still running in Steam. I try to stop the game, but it keeps staying "Stopping" but it doesn't work.

I have tried all the help forums but nothing I have tried works. I can't even Uninstall the game as that option has been removed from the Manage tab in Steam. So I am stuck. I can't make it run, I can't uninstall it. Where do I go from here? For context, I have had this game since it first came out I have put in nearly 70 hours. I just don't know where to turn to and EA doesn't seem to offer personalised support beyond generic help article. 

Does anyone have any helpful suggestions?

    Hey there,

    I'm sorry to hear about this problem. I noticed you posted this a while ago and didn't get any replies. I'm just checking to see if you're still experiencing this issue.

    In case the problem persists, if Steam continues to show the game as running after you exit, there may still be a game, EA app, or anti-cheat process hanging in the background.

    First, try fully restarting your PC rather than only closing the game. After rebooting, open Task Manager and check whether any PGA TOUR, EA app, EABackgroundService, or anti-cheat process remains active after launch failure. If it does, try to close the process.
