Patch 5.5 - Make Random Shot Dispersion Optional in Settings

@Stevie-G-you-see I personally prefer dispersion how it is now. That said, as long as it’s optional and not included in public competitive matches/tournaments, I think providing people more options as to how they want to play a game is always a good thing.
