That sounds confusing but if your levels are showing 25 - 29, once you scroll past 29, the screen basically resets now showing 26-30 and you're all the way back over on the left with 26 selected. Instead, it should bring 30-34 onto the screen. Any scrollable menu is just like this.
I knew you were on PC before you replied above, because this has been irritating me since the game launched - every time you scroll, the mouse pointer steals input from the controller. It's jumping back to whatever is beneath the mouse pointer. Same thing happens when you scroll through leaderboards.
