Back to the original gripe. What makes you think you can't do what you have described? I do this every single round I play using finesse shot. In fact, it's basically required in situations where the wind is in your face, you are within 150y to the green, and the green slopes toward you. If you don't do what you are describing, your ball will often spin back waaaaay to far.

Instead, club power is determined by a combination of swing power and shot type, with shot type being the largest determining factor. For all shots you pretty much always want swing power at or close to 100%.

I would agree with this statement, it is true of any sport. It is easier to replicate something near max effort than to finesse something inbetween.
