It looks like EA like to see customers pay real money to play unlimited attempts, if they absolutely want to finish in 1st place in all tournaments. That's their Pay to Win model.
I think unlimited attempts is a common model for all sports games including PGA Tour. I played for the first time in 7 years online with NBA 2K24 and UFC 5. Everyone gets unlimited attempts to get rewards. If other sports games get unlimited attempts, why does PGA Tour have to be the exclusive one? I have noticed more comments on PGA Tour to make game more difficult compared to other sports games. If every sports followed the model of one attempt like the one proposed by OP, I would have never gotten the Invincible David Robinson card; this is my NBA 2K analogy of how rewards would be with one attempt.
