Thanks for reaching out to the PGA Tour community on Answers HQ and letting us know what you are running into. 

To check do you have a Game Ready driver or Creator driver for your 3090?

Also, based on the information in your Dxdiag can we try the following?

• Clear EA App's Cache (Top Left Menu > Help > App Recovery) 
• Check Drivers, Default to High-Performance GPU: Troubleshooting Graphics issues 
• Check for other applications that may be limiting EA App or Game performance
• Close other running applications on your device
  
  
• Run the System File Checker tool, then Check for Windows and GPU updates
• Restart your device in Clean Boot mode first then try again.
• Try creating a new admin account and checking if the message continues to pop up
