@icebluesj Its just cause they come from penny's pursuit. Don't bother about them~ they wouldn't change anything in the game.
Now I'm jealous. I only got 8 phantom keys. Don't worry about it. It's just a minor oopsie that the developers overlooked. When I posted about this last month, someone supplied a link to the Subreddit where an EA dev said exactly that. The "extra" keys mean nothing.

- @linuxPigPen HAHAHAHAHAHAHAH better go back to walmart again to get that wifi and get the update. But so far for most of us, the update have not given us any ads for penny fuel which probably doesn't matter to you by the sounds of it 😉
