Sorry, but I have no idea how you level up Gold Leaf and I don't think you can level up Gold Leaf.  It just is what it is.  I don't know if the Gold Leaf seed packets are a joke from EA or a glitch.  I spent 3 gems just to see what would happen and other than being out 3 gems, I got nothing from the transaction.

Had these Gold Leaf seeds offer available on April 1st then I would believe it was a joke.  

I think it is an oversight that when they make seeds for a specific plant available they have forgotten to exclude the offer to a few plants which has no upgrade options such as imitator and Thyme Warp etc...

Personally, I think they should have the different levels, not that they need to be stronger since they do not attack or defence, but to reduce the time taken to refresh thus providing a better support benefit to the player.
