This has happened to me over the past few extra hard levels.
when I play the first level the plants available are at Level 1. (I have them both at level 8)
It makes it impossible to complete this level without using boosters as the whole point of the extra hard levels is to use levelled up plants.

I used boosters to complete the levels where this happened.
The boss fight is the hardest in the Wild West extra hard, I can only complete it when all plants were boosted in the zen garden, but even then it was even harder this time I had to use boosters as well.
I don’t think it’s worth bothering with these levels any more . It was worth it for 100 or 80 gem in the past, but not for 25
I have the same problem. Random levels have only level one plants. This is so annoying.
Are you on the latest version of the game .11.2.1 was released on Friday and I haven’t encountered any issues. The version 11.1.1 does have certain levels with level 1 plants.
I have a different problem.
I completed 7 levels of extra hard level of wild west and was in the last level but the next day out of nowhere I came back to level 1, and the event is still there for 11 days. This is so disappointing from EA games.
Pls restore my progress back to level 8.
