For the cost of just 35 gems, you can purchase a RALLY FLAG that gets them back to work!
Or, you can wait for one of the $ Premium plants coming out next week that does it as part of its inherent nature.... 🙂
My workaround is to save my plant food and zap them with lightning rod.

Had you already tried the Power Ups - Power Snow, Power Toss, or Power Zap? Unless you had some of them saved up it would cost coins to use them, but they may well have done the job.
Also, do you have the Homing Thistle? As that will target Snorkle Zombies.
