Had you already tried the Power Ups - Power Snow, Power Toss, or Power Zap? Unless you had some of them saved up it would cost coins to use them, but they may well have done the job.
Also, do you have the Homing Thistle? As that will target Snorkle Zombies.
I try not to use the powerups. They eat up coins so fast. And I'm primarily doing these levels for pinatas so I can upgrade plants.
