How unlock plants?
Pay is not enough, can't you unlock even after watching 100 fragments of advertising?

You should be able to go to almanac and scroll down until you see enchant mint then click on it a press unlock.
What you have are seeds enough for upgrade but sadly the Power Mints are not unlockable by seeds (except enlighten-mint).
To unlock Enchant-mint you will need to buy the Power Mint itself (not seeds for upgrade) with 100 mints. It is available on the top left of the 'Watch' icon, I have highlighted it yellow on the image below for your reference.
